Pre-owned names can be a great way of picking up traffic without having to start from scratch.
Every year millions of domain names are not renewed by their previous owners, if a domain names had a web site attached to them, then most likely it will continue to receive traffic even though its original site is no longer working.
Thousands of domains are put up for sale by their current owners being surplus to requirements.
Traffic can come from a variety of source, such as web directories or Search Engines, or links from other sites.
Google the leading search engine is able to recognize if the content of a site has changed significantly and adjust its ranking accordingly, but not all Search engines are so dynamic. Directory owners rarely check the content of sites previously submitted, but popular Directories such as Dmoz or Yahoo can bring a lot of traffic.
If you purchase a used name, be sure to do some research into it first, buying a banned or black listed domain name, will not be helpful.
Once you have agreed a purchase with the current owner, make sure you get the registrant field changed so you are the legal owner. It is also helpful to transfer your domain name to a registrar account under your own control.
