Each of the search engines have their own guidelines, you need to read and re-read these then follow them as closely as you can. If you deviate from what they are saying you always run the risk of picking up a penalty.

Collect quality links for your site, try to find related sites in your niche and ask them to link to you. If you think of links as votes for your site then the more numbers and the better quality votes you have the better it will be. Quality is becoming increasingly important and Google has started to filter out sites that have weak profiles
Social media is becoming more and more important; make sure that you have your own active Twitter, Facebook and Google +1 pages. These are growing sources of traffic for your website, and the level of Google +1 engagement is a factor in the Search Algorithm now.
Avoid services that offer to blast your domain name to 10,000's of search engines and directories; this is likely to be counterproductive. Instead focus on the 7 positive points above and you should see your rankings rise.
